Intermittent problems with scrolling websites using my mouse

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
On some websites (so far: amazon.com and thebertshow.com), the scroll wheel on my mouse will work and then just suddenly stop working. It will work on other webpages. When I go back to these webpages days later, the scroll function works again. I can always click and drag the side bar to get around the page, but it's less efficient.

What went wrong?
The scroll wheel on my mouse stops working intermittently on certain websites.

Chrome version: 57.0.2987.133  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Interesting since I see similar behaviour on Linux (57.0.2987.133). Sometimes mouse scroll stops scrolling page (tab). Scrolling in other tabs work fine. If I open the same web page in new tab then it works fine.
