GPU rasterization on mac with intel GPUs: garbage is rendered on some elements

Issue description

The attached html file is rendered incorrectly, please see attached images expected.png, bug1 and  bug2 .png.
This happens often after switching tabs. To reproduce, try opening the attached bug.html and youtube in different tabs, and switch between them.
Note: the presence of sidebar in the left on youtube makes it repro almost every time (see sidebar.png for what I mean).

So far we've seen this bug only on macbooks with macOS 10.12 that have only integrated intel GPUs: Iris 6100 or HD 6000.

The bug does not happen with software rasterization.
We started observing this bug on an internal site starting with M56, and it is present in a recent dev build 59.0.3071.0.

I also attached chrome://gpu of chrome 57 stable and chromium 59 from an affected machine.

Bisect led me to the following range:

BTW, with older revisions images from youtube almost never appear on the test page, but chromium logo from chrome://version does.
