Non-Regression:Focus is seen on two entities in Sign in overlay while tabbing

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.0 Safari/537.36

Steps to reproduce the problem:
1. Launch chrome and Click on Sign in button to open sign in overlay.
2. Enter any email and press tab and observe(Kindly refer screenshot)

What is the expected behavior?
Focus should be only on one entity.

What went wrong?
Instead focus is seen on x(Close button) and on email also.

Did this work before? No 

Chrome version: 59.0.3071.0  Channel: dev
OS Version: 
Flash Version: 

This is a non-regression issue seen from M-53(53.0.2780.0)

This seems to be working fine on the Mac OS 10.12.3 on canary version: 59.0.3071.0. Marking this Untriaged as per repro on Linux and Windows.
