power manager : Add a metric to track power button use

Issue description

We'd like to get a better idea of how the power button and its unique cancelling features are used by the population.

Let's add a metric to track how often the power button is used to:
* power down the system all the way (long press)
* lock the system, but not power down (medium press)
* not do anything, but prevent accidental strikes (short press)

Yeah, you should be able to get this from the metric that powerd reports right now, I think.

If we wanted to report distinct actions from within Chrome, we'd probably also need shut-down-from-lock.
