Android PFQ builder without matching CQ builder: glados-cheets-android-pfq

Usually, we try to have a CQ builder for every Chrome PFQ builder. I just tried adding that same test for the Android PFQ, but found that glados-cheets-android-pfq is on the Android PFQ, but not the CQ.

This means that changes to that board can go through the CQ without testing an break the Android PFQ.

Do we think this is a problem?

Triage notes: concerned that exactly mimicking setup will be too board intensive. Goal is to have similar boards provide this coverage. Also of note: Glados has no hardware (it's a leaderboard) Won't fix for now.
