"Offer to translate pages that aren't in a language you read" is missing in MD settings

Issue description

Chrome Version: 57.0.2987.133
OS: Mac Sierra

What steps will reproduce the problem?
(1) Enable #enable-md-settings flag
(2) Open chrome://settings and click on Advanced Settings
(3) Scroll down to Language settings and observe

What is the expected result? There should be a way to globally disable offers of translations

What happens instead? There is no way to disable offers of translations

You can see the opt-in as it is in the current settings vs. the MD settings

Could you check with 58.0.3000.0 or later? It should be present on all desktop platforms.
