Steps that reproduce this for me: (1) Enable Accessibility > ChromeVox (2) Press overview button and enter overview mode. (3) Press button again.

I can repeat #3 at Minnie (59.0.3071.30). And after exiting ChromeVox mode, I also can repeat #6, but I cannot repeat #6 without enable ChromeVox first. Is it possible some status is not cleared after exiting ChromeVox mode? Issue 718135 could be related to this: https://bugs.chromium.org/p/chromium/issues/detail?id=718135
