Project Member Reported by sdantul...@chromium.org, Apr 13 2017

Issue description

What steps will reproduce the problem?
1. #ash-shelf-color and #ash-shelf-color-scheme flags both set to default

sdantuluri@,

Can you double check with a wallpaper that has a perfect black background like https://hdwallsbox.com/wallpapers/l/1920x1080/103/anonymous-expect-us-guy-fawkes-black-legion-1920x1080-102572.jpg ? The shelf color is blended very close to black in all cases and it is often difficult to tell with the naked eye if it's black or close-to-black.

The easiest way I've found to verify is using the wallpaper given above with no maximized windows. If you see the notification and system menu buttons in a gray'ish on top of the black, then the feature is working.
Tried with the wallpaper in comment #2.

Thanks, sanduluri@.

As seen in 'Screenshot 2017-04-13 at 15.53.56.png' from comment 2 the AppList, Notification, and system menu buttons are visible and thus 'close to black' but not actually black.

Also the shelf color in the 'Screenshot 2017-04-13 at 15.52.37.png' image is #151515, which again is close to black but not flat (#000000) black.

AFAICT this feature is WAI.
