[WPT Export] Print out Gerrit CLs, commits, and GitHub PRs more nicely

The output is inconsistently formatted and therefore hard to read:

We can use Python's padding format macro, e.g. {:>15}, to make the data easier to read.

Also,
 (1) maybe we want to print URLs, like what's done at https://cs.chromium.org/chromium/src/third_party/WebKit/Tools/Scripts/webkitpy/w3c/test_importer.py?l=83
 (2) logic for outputting of Chromium commits could be in ChromiumCommit.

It could perhaps be prettier, but it's not a big problem. Only people doing the ecosystem infra rotation are likely to read these logs, and I haven't thought about this.
