Advocate for more testing on Chrome Beta

As a follow up to Postmortem 392, https://docs.google.com/document/d/15hELat75YwHK4r_ThyZQ3MYhXzHmdcVR_eKEzjq17rg/view, an action item is working with the test team and developer relations to get more testing of Chrome Beta channels, with the aim of finding more bugs before they reach Stable.

The current numbers are pretty good: Dev and Beta are roughly equal and roughly an order of magnitude more users than Canary. Stable is roughly two orders of magnitude more users than Dev and Beta.
