MD Settings: Hitting "tab" after navigating with the sidebar, always starts at the top.

Issue description

Repro steps (see attachments).
1) Go to "customize fonts" subpage.
2) Open sidenav.
3) Click on "Languages"
4) Hit "tab" key.

Expected: Focus should continue from the languages page
Actual: Focus always starts from the top.

This is a regression from https://codereview.chromium.org/2797353003, which added at tabindex=-1 on the container (which fixed  issue 707106 , but regressed this one).

@tbuckley: If you think that  issue 707106  is less important than this one, maybe we should revert the original fix?

we need to understand what the user expects.  it's not clear to me that scrolling in the middle of a list should affect the "focus start navigation point" or whatever that thing is called.

dpapad@ and I think that this is generally just some of the weirdness you get when you use "scrolling in a list" as "navigation".

 Issue 714033  has been merged into this issue.
While random scrolling in the list shouldn't move the "focus start navigation point", clicking on a section in the sidenav should probably move it. Otherwise it doesn't seem like there's much point to making the sidenav keyboard-accessible.
And to be clear, we also want the up/down arrows to still scroll the page. If there's some reason why both behaviors aren't possible, please let me know.
