Resize border/indicator is hidden behind other window

Chrome Version: 59.0.3063.0
OS: Chrome

What steps will reproduce the problem?
(1) Open instance of browser.
(2) Open another instance of browser.
(3) Try resizing the browser on top. The resize indicator/shadow is rendered correctly.
(4) Bring other browser to front. Try resizing.

What is the expected result?
The resize indicator/shadow is rendered correctly at the right z-index.

What happens instead?
The resize indicator is hidden behind another window.
