Regression: Unnecessary movement of Choose a picture screen is seen using up and down arrow keys. |

Issue descriptionChrome Version: 59.0.3068.1/9457.0.0 dev-channel Spring,Samus,Kip OS: Chrome What steps will reproduce the problem? (1)Recover build >> Give valid email and password in sign in screen and click on next button (2)In 'Choose a picture to display for you account after sign-in screen' screen hit tab such that focus is seen on OK button (3)Now hit up and down arrows and Observe. Expected: No such unnecessary movement of Choose a picture screen is seen. Actual: Instead unnecessary movement of Choose a picture screen is seen. This is regression issue as it is working fine in M57. Attaching screen-cast for reference.

Not sure but the difference which i could make from your video and my actual video is that it would be because of the dark background at 'Choose picture screen' which you can see in the Actual video attached in comment#0.But somehow i couldn't see such dark background in the video provided.

Issue is still reproducible on latest ToT #60.0.3077.0/9489.0.0 dev channel on Candy,Daisy and Minnie. Repro steps: (1)Recover build >> Give valid email and password in sign in screen and click on next button (2)In 'Choose a picture to display for you account after sign-in screen' screen hit tab such that focus is seen on OK button (3)Now hit down arrow key and Observe unnecessary movement of choose picture screen.(Please refer video) Attaching screen-cast for reference.
