Background page is accessible even if 'Edit folder name' overlay is open.

Chrome Version: 59.0.3070.0 (Official Build) daf91016aa4560f3c0f72d50eee762eed996fc0e-refs/heads/master@{#464226} (32/64-bit)
OS: Windows (7,8,10)

What steps will reproduce the problem?
1) Launch chrome, open NTP and add a New folder to bookmarks bar.
2) Right click on added folder and select 'Rename' option.
3) Right click in input field, then click anywhere on the page and observe.

Background page is accessible even if 'Edit folder name' overlay is open.

Background page should not be accessible if 'Edit folder name' overlay is open.

This is a Non-Regression issue seen from M-32 series (Chrome version: 32.0.1658.0)

Note: Issue is not seen on Mac and Linux OS.
