Overlay scrollbars diappear in MD Settings when you exit some menus

Issue description

Kevin / 9455.0.0 / 59.0.3068.1

Open MD Settings
Click Advanced
Click Powerwash
Wait 5 seconds 
Cancel the dialog

Scrollbar is now no longer displayed

Summary: Overlay scrollbars diappear in MD Settings when you exit some menus (was: MD Settings scrollbar diappears when you exit some menus)
This is a bug with overlay scrollbars, I believe it has been fixed but hasn't been picked up by a canary yet.

The fix should have been picked up by 59.0.3068.1. dhaddock@, the instructions just say that they disappear - that's intended. Do they reappear when you scroll?
Nope, when you scroll they don't come back.
I also did not see the scrollbars re-appear when scrolling.

This no longer needs to be merged as we've decided to disable the feature in M59.
