MD Settings inconsistency between Screen lock and smart lock authentication

Issue description

Kevin / 9455.0.0 / 59.0.3068.1

Open MD Settings
Click Screen Lock -> Asked for your password in a dialog
Click Smart Lock -> Asked for your password on the lock screen

Removing M59 since this is the behavior on the old Settings page too, and it's WAI though I agree consistency would be nice if possible. I believe having users go through the Lock Screen was a requirement for Smart Lock, whereas we felt it was a bit heavy for setting up a PIN.

@zalcorn if you're looking into Smart Lock, is this something we could make consistent?

Rethinking this - we will have new UI for Smart Lock. This bug would be rendered obsolete, soon(tm).
