Connecting to captive portal network. Dialog wasn't dismis

Issue description

Kevin / 9455.0.0 / 59.0.3068.1

I was at SFO earlier with this device
Open MD Settings
Connect to SFO wifi using captive portal
After connecting the dialog was not dismissable and no other windows would come to the front. I needed to log out.

I believe this is unrelated to MD Settings. + a few people looking into captive portal.

Is this a Chrome dialog?
Did the captive portal detection pop-up, and did you click it to get this dialog?

Yes, this is a Chrome dialog. I believe dhaddock clicked on the pop-up to get this dialog.

Sounds like a dupe of  issue 705813
