Regression:Cocoa USB Permission bubble doesn't appear after toggling browser to fullscreen mode with mouse.

Issue description

Chrome Version: 59.0.3070.0 (Official Build) (64-bit) (cohort: Stable) daf91016aa4560f3c0f72d50eee762eed996fc0e-refs/heads/master@{#464226}(64 Bit).
OS:Mac(10.11.6, 10.12.1, 10.12)

Precondition: Enable flag from chrome://flags/#enable-experimental-web-platform-features as mentioned in permission.site
What steps will reproduce the problem?
(1)Launch chrome and navigate to http://permission.site/
(2)Click on 'USB' such that permission bubble appears, click on fullscreen icon and observe.

Actual: Permission bubble doesn't appear after toggling browser to fullscreen mode.

Expected: Permission bubble should appear after toggling browser to fullscreen mode.

This is a regression issue broken in 'M55' and below is the manual regression range
Good Build:  55.0.2859.0 
Bad Build:   55.0.2861.0  

Note: Seeing a different behaviour on Win & Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2859.0 (Revision: 418117).
Bad build : 55.0.2861.0 (Revision: 418732).

You are probably looking for a change made after 418379 (known good), but no later than 418380 (first known bad).

I believe this is Working as Intended. Any click outside the bubble will close the bubble including clicking on the "fullscreen" button. Do you see a different behavior on Win & Linux?

I also think this is WAI, and expected from a CL title "bluetooth: setShouldCloseOnResignKey so that the chooser closes when it loses focus"

Note that it's easy to re-show the request for USB (it differs from location/media/notifications in this regard).

Also Ctrl+Cmd+f keeps the Cocoa bubble around on Mac - it's just clicking outside that causes it to dismiss.

I also noticed we haven't yet plumbed through the views dialog under MacViews when it is shown this way (we've only plumbed through the device chooser when it's invoked via the packaged app API https://chrome.google.com/webstore/detail/usb-device-info/igkmggljimacfdfalpeelenjeicmfnll ). I'll follow-up in  Issue 610430  about that.
