Regression:Vertical scroll bar is not seen in clear browsing data while browser is re-sized.

Chrome version: 59.0.3070.0 
OS : Ubuntu 14.04,Windows

Steps to reproduce the problem:
1. Launch chrome and navigate to chrome://md-settings/clearBrowserData.
2. Resize the browser and observe(kindly refer video).

What is the expected behavior?
Vertical scroll bar should be seen in clear browsing data.

What went wrong?
Vertical scroll bar is not seen in clear browsing data.

Did this work before? Yes 

This is a regression issue broken in M-58

Seen on Mac OS 10.12.3 on canary version: 59.0.3067.0 as well. No vertical scroll bar was seen on resizing the browser window. Not sure what should be the correct behavior here.

Marking this Untriaged for more inputs on this.

Able to reproduce this issue on windows 7,Mac 10.12.4 & Ubuntu 14.04 with Chrome Canary version-59.0.3070.0 as per steps in Comment#0.

Manual Bisect:
Good Build:58.0.3027.0 - Revision-453800
Bad Build:58.0.3028.0 -Revision--454140

Per revision Bisect Tool Info:
 You are probably looking for a change made after 453992 (known good), but no later than 453993 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.
