Regression : Focus issue is seen in chrome://md-settings page.

Issue description

Version: 59.0.3070.0 daf91016aa4560f3c0f72d50eee762eed996fc0e-refs/heads/master@{#464226}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/
2. Now click on 'Show home button' under 'Appearance' section and then click on 'Enter custom web address' text field
3. Now press 'Shift + Tab' key from keyboard to reverse focus travel and observe focus travel

Actual: Focus travels to New tab page radio button instead of traveling to 'Enter custom web address' radio button  
Expected: Focus should travel to 'Enter custom web address' radio button

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2886.0
Bad build: 56.0.2888.0

unable to reproduce on Mac canary.  i recently redid this code.  please reopen if still an issue.
