UseCounter scripts for histograms broken by Blink reformatting

The constant kUncancellableTouchEventDueToMainThreadResponsivenessPreventDefaulted in
UseCounter.h is now long enough that it wraps 80 columns, which breaks the code
parsing the file in ReadHistogramValues
