Constructor for URL fetcher should require data use accounting tag

Issue description

Feature description: In order to maintain healthy data consumption and efficiency in Chrome, data use for Chrome services should be tagged with the service. This helps track which services are consuming data and under what circumstances (e.g. on cellular vs. wifi). Adding this requirement to the constructor for URL fetcher ensures that any changes or updates Chrome services data use will also be logged.
