Just wait for the mouse to stop working, then %100 of the time you can simple turn off and on your mouse to get a reboot

What is the impact to the user, and is there a workaround? If so, what is
it?
I have found non really, my trackpad is non functional, and unpluging the wireless adapter reboots the chromebook too
