Title overflows on tab heads causing close "X" button misplaced

Reported by lilha...@gmail.com, Apr 12 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3067.0 Safari/537.36

Steps to reproduce the problem:
1. Open chrome
2. open multiple tabs(more than the number when the length of each tab head starts to squeeze)
3.

What is the expected behavior?
Favicons, titles and closing "X" button are displayed on tab heads. If titles are too long, only left most part of titles(or just favicons are displaced), the closing "X"s are always visible and placed at certain position of each tab heads.

What went wrong?
If several tabs opened and the length of each tab heads start to squeeze, some long titles would overflow the tabs heads, pushing the "X" out of the tab heads, I might still see some "X"s, but sometimes the "X" buttons were pushed far away, I had to use cmd+W to close the tab.
If you close some tabs or drag them to a new window, you may rediscover some missing "X"s, but most of them got misplaced.

Did this work before? N/A

Chrome version: 59.0.3067.0 Channel: dev
OS Version: OS X 10.9.5
Flash Version: Shockwave Flash 25.0 r0

The issue started to occur in the last dev version. I thought it would get a fix in this version. Well, it's still here, so I am reporting now.
