cbuildbot_launch stores a status file in the buildroot, and uses it control certain types of buildroot cleanup.

We should expand that file to include a "buildroot layout" version, and fully wipe the buildroot when that version is incremented.

This will allow us to change the layout safely, and to safely force extreme clobbers on all builders when needed to recover from one problem or another.
