Steps to Reproduce:
1.  Launch chrome.
2.  Go to https://rsolomakhin.github.io/autofill/ 
3.  Swipe down to refresh the page

Observed results:
Overscroll action animation is not consistent, the top bar is rapidly flickering back to place.
With cnn.com url the top bar is returning smoothly back to place, as for the other url it rapidly flickers back to place.

Expected results:
Overscroll action animation should be consistent, and the the top bar should return smoothly back to place.
