Right now it's not feasible to automatically obtain WER (Windows Error Reporting) reports from Microsoft, because it relies on having to upload Chrome binaries to Microsoft using a bespoke tool that has no automation. This, combined with the high cadence of Chrome releases makes this task very difficult.

I propose a new method for doing this by shipping a DLL with Chrome that will remain static enough for the crash dumps to always be recognised by the WER backend.
