"Add additional features" on md a11y settings page causes crash with touchscreen

Issue description

Chrome Version: 59.0.3068.1, 9455.0.0, Caroline

What steps will reproduce the problem?
(1) Go to chrome://settings/manageAccessibility (or chrome://md-settings/manageAccessibility)
(2) At the bottom, use touchscreen to click on the link to "Add additional features"
(3) See crash

Sure enough. Reproducible on link. No obvious error message.
Crash stacks unfortunately are not obviously helpful.

If I set a breakpoint on the window.open call, that succeeds just fine if I step over it, but when I continue JS execution the browser crashes.
I was not able to reproduce this with a ToT build with 'dcheck_always_on = true'.

Trying ToT without that...

I can no longer reproduce this on ToT. I suspect this was a side effect of a different bug that has been fixed.

Marking as 'Fixed' so that we can verify this in the next canary.
