Several offline devices on chromium.perf

bpastene's offline device ticket filer appears to still be broken. Here's a list of offline devices, can we get these fixed?

ZX1G226FSX       (build113-b1) -- blacklisted.
ZX1G22KCFN       (build15-b1)  -- missing
07086a3b         (build10-b1)  -- adb status unauthorized
020035b318aaa86c (build166-b1) -- blacklisted
NP5A2N0156       (build112-b1) -- blacklist (provision timeout)

It thinks it cannot hold a full charge.

Did a dumpsys battery reset on it and rebooted it.  Now it's starting to go up.

ZX1G22KCFN (build15-b1):  Fixed in crbug.com/710972

07086a3b (build10-b1):  Fixed per t/26303500

020035b318aaa86c (build166-b1): Another one not charging.  Except this has a battor connected to it. Looks much like crbug.com/698137

NP5A2N0156 (build112-b1):  Will try re-flashing this one.
