Remove compilers / pip from all lab servers / SSP containers

We are having performance problems because of tests running in SSP installing their own packages.

To ensure that this never happens for anything in a container, why don't we remove pip and compilers on our servers?

That can't do anything but substantially improve performance, and improve security.

That will break build_externals for setting up site packages.

We need to identify the list of packages that tests using SSP is installing during the runtime, and update base image with these packages. The base image update doesn't require lab down time.
