Task Manager stopped updating CPU, Memory, Private/Shared Memory columns

Issue description

Chrome Version: 59.0.3054.0 dev
OS: ChromeOS Minnie

What steps will reproduce the problem?
(My device has got into a state after resume from sleep in which the browser process is consuming ~130% CPU, which is presumably related to this issue).
(1) Open Task Manager. Observe it updates correctly.
(2) At some point close Task Manager.
(3) Re-open Task Manager.

What is the expected result?

Normally Task Manager should continue to update when re-opened.

What happens instead?

Task Manager updates the JavaScript Memory column, but not any of the process statistics columns. I suspect this is a timing thing, and some part of the TaskManager statistics provider back-end is "stuck" in a mid-capture state.

Cannot repeat on
Minnie (Chrome/58.0.3011.0 and Chrome/59.0.3054.0), 
LINK (Chrome/58.0.3029.68 beta), 
ELM (Chrome/60.0.3072.0 dev)

CPU and Memory columns are updating when re-open Task Manager.

I'm wondering if this may have been related to a recent CrOS regression
which can cause CPU cores to hang(!), so potentially de-dupe to that?

Yes, sorry, was away from my machine - that is  issue 710131
