[Android O] Initialize notification channels on OS upgrade |

Issue descriptionReally we should listen for BOOT_COMPLETED and initialize channels if necessary, similar to how we currently do in PackageReplacedBroadcastReceiver (otherwise users that upgrade to O will have to wait for Chrome to start before they see channels). Closing as WontFix since the way we have implemented channel initialization on first launch (by checking if they were initialized on every launch on O+ in DeferredStartupHandler) ensures that channels will at least be initialized the first time Chrome is launched after OS Upgrade, which seems good enough for now. Created https://codereview.chromium.org/2840843003/ before realising this (Now closed). |
