Flash devices on Android WebView N (dbg) to newer build of N-MR1

Something got really messed up on the devices on the Android WebView N (dbg) bot. The devices won't uninstall certain apps. I think the best option is to try reflashing the devices (preferably to a different/newer build of N or N-MR1)

Build slave is build68-b1

There should be two N5X devices.

They are running an aosp build per https://crbug.com/682798

oooh, good catch. Yes, we would prefer AOSP builds if possible. idk if you have those available, but that would be great
