Add settings area to Network Panel like Console's

Issue description

Chrome Version: 59.0.3067.0
OS: Linux

Currently in the Console panel there is a nice settings cog on the right of the toolbar that opens a pane for the settings. This would be nice to also have in the Network Panel. This would also allow for the "Enable Request Blocking" setting to be added into the network panel as well for easier access.

Hi Jonathan, we actually had a button to enable/disable request blocking in the filter bar but we decided to remove it because it didn't look good and seemed like a weird place.

We are likely going to do a bit of a rethink of the header bar completely in the next few quarters which will hopefully satisfy this request.

I'll keep this bug as a reminder and probably eventually merge it into an umbrella bug.
