Texts are rendered without anti-aliasing on Windows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3067.6 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Install Chrome Dev 59.
2. Open a page using a font without hinting.
3. See the texts.

What is the expected behavior?
Texts are rendered with anti-aliasing.

What went wrong?
Chrome Dev 59 renders texts without anti-aliasing.
Screenshots of texts in Chrome 59 and 57 uploaded (Captured in Windows 10 1703).

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Not sure but it should worked in Chrome 58 and before.

Does this work in other browsers? Yes

Chrome version: 59.0.3067.6  Channel: dev
OS Version: 10.0

P.S. The Chinese font in both screenshots is Noto Sans CJK SC.

Antialiasing on google.com for CJK should be restored in 60.3074. Would you be able to confirm? Thanks.
Comfirmed. Seems good in 60.0.3074.0.
