Periodic freeze or unresponsiveness noticed in Chrome |

Issue descriptionI don't really have repro steps for this, it happens across all sites/tabs, and I can also repro this unresponsiveness in other apps such as Safari, Google Voice, and gmail, so I don't think it's specific to Chrome. However, wanted to create a tracker because we are seeing increased user feedback about this and maybe we can find something reproducible if enough people add their observations to create a radr with Apple, should it turn out to be an OS or wkwebview issue.

From Lindsay's description it does not look like the problem is specific to Chrome or even WKWebView (Google Voice does not use web view, right?). Pink's case seems to be different and may actually be "Mobile>WebView>Glue" or "UI>Browser>FullScreen" problem. Pink, which iOS version do you have on your iPhone?

I could be running into what Pink is running to in my Chrome interactions though, and something else could be happening at the google Voice level. Right now I don't have much definitive aside from an uptick in user reports as detailed by Robert, and my own unreproducible observations. :)

I was able to gather steps to get the app to freeze: Steps: 1. Go to latimes.com 2. While the page is loading go to Menu -> Request Desktop Site 3. Hi Sharon! Thanks for this! I tried to reproduce this myself for a bit on iPhone but wasn't successful. If you can reproduce this in this manner every time I would be tempted to consider it a separate bug to the 'periodic' freezes Lindsay and others were seeing. But let's find out more - are you able to reproduce this on iPhone, or only iPad, and are you able to reproduce this on builds other than m58? Thanks so much for your help!

1. I have tried testing this on iPhone 6 Plus, iOS 10.2.1 but I wasn't able to reproduce this exactly on iPhone device, but Aw, Snap! did show up after a while using latimes.com. (left for ~30 min and relaunch the app). 2. Also tested on 59.0.3071.63 Beta and wasn't able to repro this.

But this bug exists in M58 only. The loop does not exist in M59 code base because https://codereview.chromium.org/2737203002 removed the non-performing code. +peterlaurens@ created a test case and verified the most recent M59 beta performed well while M58 does not. I think this bug should be marked as M-58 and documented as fixed for M59 due to completion of refactoring.
