[translate] Skip translate ranker model load if translate is disabled.

Issue description

Chrome downloads the translate ranker model if the the translate query or enforcement features are enabled, but these features should be hidden behind the overall translate feature.

Note that if the user subsequently enables translate, this should also start the model loading flow.

One concern here is that CLD detected language seems to be exposed to Chrome extension developers.

CLD is currently embedded in Chrome, do is unaffected by this.

This is for a model that, based on language detected and the users previous
interactions with translate, decided whether or not to show the user the
translate prompt.
