Regression: 'Sign in to Chrome' overlay is not seen properly after resizing the browser.

Issue description

Chrome Version: 58.0.3029.68 (Official Build)045e9746301b648a9456f493e68e863059107f88-refs/branch-heads/3029@{#673} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and vertically resize the browser from bottom to top.(Refer video)
2. Click on profile avatar icon at top RHS and click on 'Sign in to Chrome' button.
3. Click on 'Maximize' button of browser and observe the opened 'Sign in to Chrome' overlay.

'Sign in to Chrome' overlay doesn't retain it's position and looks weird.
'Sign in to Chrome' overlay should seen properly.

This is a regression issue, broken in M-53 series, below is manual regression range.

Good build: 53.0.2770.0
Bad build: 53.0.2771.0

Note: This issue is not seen on Mac OS.

You are probably looking for a change made after 400503 (known good), but no later than 400504 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04(59.0.3069.4) & not in Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3069.0

I *think* we fixed this in r400504. Please reopen and assign to msarda if it's still reproducible (since I don't work on Identity anymore).
