When a maximum frame rate constraint is given for screen capture, that value is preferred over the actual default.
The new constraints syntax allows specifying an ideal value which is a better match for this use case.
Once applications start to migrate to the new constraints syntax for screen capture, consider always using the actual default as default, as in device capture.
