Problem open APK files through chrome with Android < 7 and chrome version 57

Issue descriptionHi We have found a bug with the latest version (57.0.2987.132) of chrome web browser when you donwload and open an apk through chrome it will not be able to open. Device name: Samsung Galaxy S5, Cat S40, Samsung Tab S 2, Samsung SM-G550T, Moto X 2Gen, Moto Z Application version: Chrome 57.0.2987.132 Operating system: Android < 7.0 Steps to reproduce: (1) Download APK file (with content type: "application/vnd.android.package-archive") (2) Goto chrome downloads. (3) Click file and a message with "Can't open file." is displayed for the user. The file will open correctly if we open it outside of chrome with an app that do not use Content Provider (https://developer.android.com/guide/topics/providers/content-providers.html) to share the file with Android Package Manager. The problem seems to be that the latest version of chrome uses a Content Provider to share the file with Android Package Manager. Android Package Manager does not support that until android 7.0.
