factory: Inhibit jobs without stopping in 'starting' event (i.e., not using job-filter)

Issue description

Currently we inhibit test image Upstart services by checking job name in a 'job-filter' that watches all 'starting' event.

However, when the inhibit target is minijail + respawn, we may see crash dumps keep generated until it has reached the 'respawn limit'.

As a result , we want to study again if it's possible to do
 - change /etc/init to a tmpfs mounted dir so we can modify
 - call initctl reload-configuration to reload.
 - use *.override to change service start stanza to 'manual'

Although it failed to work because 'system-services' will stuck at 'starting' stage.
