Regression: Radio Button gets De-selected on double click on chrome://settings.

Issue description

Chrome Version: 59.0.3069.0 (Official Build)  (cohort: Stable)b2197feae09d55e93d632fef6292729b1655ef1a-refs/heads/master@{#463921}(32/64 Bit).

OS:  Windows(7,8,8.1,10).

Steps to reproduce:
1.Launch Chrome, go to chrome://settings/appearance, double click on 'New Tab Page' radio button and observe.

Actual Result: Unnecessary radio button gets De-selected.
Expected Result:Unnecessary radio button gets De-selected.

This is regression issue broken in 'M 59' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 59.0.3068.1
Bad Build 59.0.3069.0

Note: Will soon update MAC and LINUX OS status once build is available.
      Appearing for all Radio Button on chrome://settings page.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3068.1 (Revision:463474).
Bad build:59.0.3069.0 (Revision:463921).

You are probably looking for a change made after 463676 (known good), but no later than 463677 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04(59.0.3069.4) & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3069.0


Correction: Expected Result: Radio Button should remain selected.
