Regression : Blue highlight is not seen on 'avatar' icon after clicking on it for first instance.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Freshly launch chrome, navigate to chrome://md-settings/ and click on 'Person 1' and then click on default 'avatar' icon,observe

Actual: Blue highlight is not seen on 'avatar' icon after clicking on avatar icon for the first time 
Expected: Blue highlight should be seen on 'avatar' icon after clicking on avatar icon for the first time 

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3068.1
Bad build: 59.0.3069.0

Using the per-revision bisect providing the bisect results,
Good build:59.0.3068.1 (Revision:463474).
Bad build:59.0.3069.0 (Revision:463921).

You are probably looking for a change made after 463860 (known good), but no later than 463861 (first known bad).
