Regression : Unnecessary grey focus highlight is seen in arrow icon in chrome://md-settings.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/ and click on 'Person 1' and then click on back navigation arrow and observe grey focus highlight on arrow icon.

Actual: Unnecessary grey focus highlight is seen in arrow icon after clicking on back navigation arrow icon  
Expected: Unnecessary grey focus highlight should not be seen in arrow icon after clicking on back navigation arrow icon 

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3068.1
Bad build: 59.0.3069.0

Using the per-revision bisect providing the bisect results,
Good build:59.0.3068.1 (Revision:463474).
Bad build:59.0.3069.0 (Revision:463921).

You are probably looking for a change made after 463526 (known good), but no later than 463527 (first known bad).
