The cookies UI is flaky

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. Open the developer tools on macOS (10.12.4)
2. Go to the Application tab
3. Open the cookie tree for the current site

What is the expected behavior?
Developer tools shows a normal table view

What went wrong?
The view has random elements in the background

Did this work before? Yes Chrome 56

Chrome version: 57.0.2987.133  Channel: stable
OS Version: OS X 10.12.4
Flash Version: Shockwave Flash 25.0 r0

Unable to reproduce the issue in MacBook Pro (Retina, 15-inch, Mid 2014), 10.12.4 using chrome reported version #57.0.2987.133 and latest canary #59.0.3070.0.

Following are the steps followed to reproduce the issue.
------------
1. Opened the developer tools on macOS (10.12.4)
2. Opened the Application tab.
3. Opened the cookie tree for the current site.

Note: Checked with wikipedia.com site also.

Attaching screen cast and screenshot for reference.

korhonen.matt@ - Could you please check this issue on latest canary #59.0.3070.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
