What steps will reproduce the problem?
(1)Sign into User-> Go to any webpage(Ex: Open New tab)-> Right click to open context Menu
(2)Now select 'save as' option -> Enter long name (ex:'gfgfghftgrtrredgrdfhgjhkjliujjuggdesrfygihjyffesffuujpouhyrdewqweetyiipkjuhcsddchhkhyhfgtrsrgtgikjhjhfgfjhhkjmfhgghjhfhnghjfnhgn') and save it -> It will be seen at Notifications
(3)Now hover mouse for close icon and observe Text beside close Icon i.e. observe 'y' alphabet (Please refer Video and screenshots)

Expected: Text near Close icon should not be chopped on hovering mouse at close Icon
Actual: Instead Text beside close Icon is seen chopped

This is Regression issue as same is working fine in 58.0.3015.0/9305.0.0 dev-channel Candy
