Websites partially loading

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Example URL:
onepiece.wikia.com

Steps to reproduce the problem:
1. Visit website with clean install/cache
2. 
3. 

What is the expected behavior?
Webpage loads images, css, and text.

What went wrong?
website only loads text and background.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 57.0.2987.133  Channel: stable
OS Version: 10.0
Flash Version: 

Only happens when site is first loaded and put in cache, happens on a number of different websites but wikia.com and corsair.com are reproducible.  Does not occur on Firefox, IE, Opera, Safari.

Unable to reproduce this issue on Windows-10 using chrome latest stable #57.0.2987.133, By opening the webpage onepiece.wikia.com observed the page loads completely as expected.

correnthean@ Are you able to reproduce this issue on incognito mode as well? Could you please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser, If issue still persists please provide a screen-shot for reference.

This does occur with incognito mode or with a fresh profile.  The content missing is not always the same, items seem like they are lost in transit but no signs of packet loss or fragmentation of packets according to network logs.

Unable to reproduce the issue on Win-10 using chrome reported version #57.0.2987.133 and latest canary #59.0.3069.0 .

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to onepiece.wikia.com with clean install and cache.
2. Observed that Webpage loaded images, css, and text without any issues. Also unable to reproduce issue in incognito mode.

correnthean@ - Could you please check this issue on latest canary #59.0.3069.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

A bunch of requests are failing with "ERR_BLOCKED_BY_CLIENT", and it looks like it's the extension uBlock Origin that's blocking them.  Could you try disabling this extension, and see if things work?
@correnthean, could you try the suggestion in comment #6?
