[MacViews] Mac Permissions Prompt for Bookmark Apps appears in a strange place

Issue description

Chrome Version       : 57.0.2987.133
OS Version: OS X 10.12.4

chrome://flags/#bookmark-apps - enable
chrome://flags/#disable-hosted-apps-in-windows - enable
chrome://flags/#secondary-ui-md - enable

Add a bookmark App that requests permissions.

Password bubble is also shown at similar spot just under where the app menu button would have been if it were not hidden.

We'll need to follow up on this for desktop PWAs on Mac.
Is this problem while using Cocoa or Views?
Since chrome://flags/#secondary-ui-md is enabled in the original report, I'd say this is a MacViews issue.
Currently permission prompts anchor to the location bar or the app menu depending on which one is present, in this case neither are.
Perhaps there should be a third default in the top center overlapping the title bar.

How does one make a bookmark app? I fiddled around a bunch and I can't figur eit out.

If you've enabled all the flags in #1, there should be an option in the three dot menu under "More tools" to add the site to Applications.

Otherwise:

1. Enable chrome://flags/#enable-desktop-pwas
2. Go to https://permission.site/
3. Open three dot menu > Create Shortcut...
4. Go to chrome://apps/
5. Right click newly installed shortcut and click "Open in Window"
6. Open app

#12: Thanks, those steps work - the flags in the original post do not cause a new menu item to appear but I can repro this issue using the steps you gave. I'll put up a fix.
