Translate infobar is not displayed in Login page of 51credit.com

Issue description

Version: 58.0.3029.66 beta
iOS Version: 10.3
Device: iPad
URL:  51credit.com

Steps to reproduce:
1.  Launch chrome.
2.  Go to  51credit.com
3.  Tap on Login 


Observed results:
In Login page, “Translate infobar" is not showing up & page is not translated

Expected results:
In Login page,“Translate infobar"  msg should be showing up & page should be translating

Number of times you were able to reproduce: 5

This can also be repro-ed on a Mac.

When looking at chrome://translate-internals CLD3 is unable to make a language prediction.

Analogous to CLD2, CLD3 doesn't try to make a prediction if the input text is too short because these cases are challenging. We are working on a variation of the model that should handle short text more reliably.

Note that for this page the content language is English. If CLD3 predicts Chinese, this discrepancy might lead to having "unknown" as the adopted language, similarly to cases in which CLD3 and the html lang attribute disagree.
