Steps to reproduce:
1) Add a child account to the device
2) Go to (Chrome) Settings > Site settings > Cookies
3) Tap on "Allow third-party cookies"

A toast "This setting is managed by your parent" appears, even though the third-party cookie setting is *not* managed by the parent (only the regular cookie setting is).
